Chelsea have been told they must dramatically raise their offer for Victor Moses if they want to sign him.

The Blues have offered around 4million for the Wigan star but that was rejected on Monday night.

They will now consider a second bid for the winger but chairman Dave Whelan will attempt to hold out for close to 10m.

Chelsea are attempting to beat Arsenal and Tottenham to land Moses, who is entering the final year of his contract.

Whelan told ESPN: 'Chelsea would need to get realistic before we would even listen to them. They made a bid at 6pm last night and we turned it down flat.

'Roberto Martinez has brought this player on and he needs at least another year with Roberto to become a top player.

'We have offered him a new contract but it seems the agent, more than the player, wants to move him on, at least that is the impression we are getting.

'It cannot be for the player's good. Victor Moses needs another year or two before moving to a club like Chelsea. He needs games and he won't be first choice at Chelsea, I wouldn't have thought.

'We don't need to sell him with 12 months to go on his contract because he is under 24 so wouldn't be going on a free transfer.

'Ideally we would like him to sign a new contract, or a club like Chelsea would have to be realistic. At the moment, they are taking the Mickey with the bid they've made.'

Moses has impressed for Wigan since joining them from Crystal Palace in 2010.

He fits the bill for Chelsea, who are currently scouring for young talent to reduce the average age of their squad under Roberto Di Matteo.

They also need reinforcements after the departure of Didier Drogba and Salomon Kalou.

Barcelona have made an enquiry for Branislav Ivanovic as competition hots up for Chelsea's defender.

Sportsmail revealed that Real Madrid were willing to spend 15million on the Serbia international and he confirmed the Spanish champions' interest on Sunday.

However, Real's fierce La Liga rivals Barcelona have also stepped in as they search for defensive reinforcements, with prime target Thiago Silva looking likely to stay in Italy with AC Milan.

Inter Milan have ramped up their bid to prise Carlos Tevez away from Manchester City by lodging a 21million offer.

After city rivals AC Milan pulled out of the race to sign the rebel striker, Inter have now stepped up their chase.

The offer does not meet City's valuation of the player – although they may be tempted to accept the cash offer to wash their hands of the wantaway star.

Inter are expected to re-open talks over
Tevez this week with the Barclays Premier League leaders, and will do so on the
back of a 1-0 derby win over AC Milan on Sunday night.

It comes as Inter manager Claudio Ranieri gave little away on the chances of the club striking a deal to sign Tevez.

AC Milan last week pulled out of the latest round of negotiations for the Argentina international.

It was another Argentinian forward who scored the decisive goal on Sunday as Inter beat their city rivals to stay in the hunt for the Serie A title, with Diego Milito the man responsible.

Tevez has been the subject of interest from both Milan clubs, and Ranieri was asked in a succession of post-match interviews about the 27-year-old.

He told Sky Sport Italia: 'You never know. Do we really need him You journalists certainly do…'

Talking to Rai Sport, Ranieri said: 'If he joins he’ll be very welcome.'

in his press conference, Ranieri said, according to Inter’s official
website: 'Tevez If the president wants to give the city of Milan a
present… I’m used to working with what I’ve got.'

Paris St Germain, now managed by former Chelsea boss Carlo Ancelotti, have also been linked with Tevez who remains in Argentina, his career on hold having refused to return to City even though the furore and disciplinary action over his non-appearance against Bayern Munich in September has now been resolved.

Meanwhile, Inter president Massimo Moratti said: ‘Do we need Tevez At this moment it seems not, but football gives different answers every day.

‘The offer is there, but now we are free to decide whether to go ahead with it or not.’

AC Milan would rekindle their interest if a loan deal without an obligation to buy was acceptable, but Moratti contends there is also interest from within in the Barclays Premier League.

“We spoke about the transfer window and the need to get defenders in and just where we are,” said Kean. “It was a very positive conversation. It wasn”t a case where there was just positions discussed, it was names.

“I told them I think we can get these players and let”s push on and get them in the early part of the window so we can have a good amount of bodies and good competition for places once the other lads get out of the treatment room.

“We talk about what I feel is the most important things. The conversations have mostly been about players” health and players coming in.”

Kean has had to endure ever more vociferous protests from fans calling for his head and has also acted as a lightning rod for anger at the role of Venky”s, who have done little to take the heat off the Scot. He had no complaints, though, saying: “I think they are aware (of the atmosphere). They watch the games, if not live then a few hours after. They read all the newspapers and all forms of the media.

“They”re being supportive to me. Anytime I ask for a player I normally get them, so that”s good support.”

Michel Salgado has been badly missed, with midfielders Jason Lowe and Morten Gamst Pedersen currently playing as emergency full-backs, and Kean insisted the Spaniard could come back into contention over the festive period.

Salgado was quoted in the local press this week saying he had been given time off when he wanted to play, with the story fuelling reports of financial problems at the club.

But Kean insisted the 36-year-old, who will not be offered a new contract when his current deal runs out in the summer, was given the break to pursue a possible opportunity in Spain.

“He”s got every chance of playing,” said Kean. “He”s got a contract that”s still in place. We were a bit disappointed with the way that was reported because we thought we were giving Michel the respect to go back (home).

“He”s got one unique opportunity that might open up for him just after the transfer window”s closed but he would have to qualify it now.

“When you tell an experienced player that their contract is not going to be renewed after this season, if there is an opportunity and they want to move on in the window, we gave him the respect to let him go back and sort that out.”

On paper, Rovers” chances of taking anything from their next two games look slim, with Monday”s trip to Anfield followed by another away game at Manchester United.

But, although Liverpool are unbeaten at home this season, they have drawn five of their eight matches, including against Swansea and Norwich, and Kean sees no reason why Blackburn cannot follow suit.

He said: “It will be a really big ask for us to get something, but why not Other teams have gone there this season not expecting to get anything and have come away with something, so there is a possibility to get a result.

“It”s a very famous and intimidating ground. There”s lots of good football been played there over the years and I”ve always been a fan of the way Liverpool have played.

“Since Kenny (Dalglish) has gone back in again, the fans have got behind them, which has been massive for the club,” Kean added pointedly.
