Manchester City are ready to begin a 60million-plus overhaul of their squad with summer moves for Napoli’s Edinson Cavani and Celtic’s Victor Wanyama.

Manager Roberto Mancini and football director Txiki Begiristain have recognised the need to freshen up the under-performing Barclays Premier League champions and will offload at least four players to help satisfy the demands of UEFA’s financial fair play guidelines.

City opened talks over a move for Napoli’s prolific forward Cavani last month and were initially put off by his 52m release clause.

However, with Chelsea in pole position for Atletico Madrid’s Colombian superstar Radamel Falcao, City have returned to the Uruguay international and are prepared to break the British transfer record to sign him.

Cavani is currently Serie A’s leading scorer with 18 goals, helping his club to second place, five points behind leaders and the defending champions Juventus.

Both Napoli and Cavani’s representatives are aware of City’s intention to pursue the 25-year-old during the summer transfer window. But Real Madrid and Paris Saint-Germain are also poised to bid.

Mancini missed out on signing Robin van Persie from Arsenal last summer and has bemoaned the fact ever since.

City have fallen 12 points behind neighbours Manchester United in the Barclays Premier League title race.

And the club’s hierarchy are determined not to miss out on another top target.
City will help offset their outlay by selling 25m-rated striker Edin Dzeko in the summer.

The 26-year-old Bosnia forward is wanted in Italy and Germany and is keen to kickstart his career after playing a supporting role this season.

He will be followed by other big-name sacrifices as City also look to bring in a new centre back and defensive midfielder.

Meanwhile, Celtic powerhouse Wanyama was watched by City scouts on Tuesday night against Juventus and they were joined in the crowd by representatives from Chelsea and Arsenal.

The Kenyan, who impressed despite playing the second half with an injured ankle, has also been watched by Manchester United.

He is valued at 10m, however the 21-year-old has only 16 months left on his contract and will be eager to join City’s all-star squad.

Arsene Wenger has admitted his admiration for Edinson Cavani – but the Arsenal manager would be forced to shatter the club’s financial structure to sign the striker.

The total cost of landing the Napoli hitman could amount to a staggering 91million.

Speaking at the club’s London Colney HQ, Wenger admitted: ‘He is a player I like. He would cost a lot of money that’s for sure.

‘We can spend the money but I do not want to speak about Cavani because we have not made an enquiry for him.’

The Frenchman was asked the question amid fresh speculation linking the Gunners with the Uruguay international.

Wenger is fan of the forward but knows he’d have to stretch the club’s financial boundaries to land Cavani.

In addition to the 25-year-old has a 52million release clause, he would demand a five-year deal worth a minimum of 150,000-per-week.

Once this season is over, therefore, we can expect some serious interest from Manchester City in centre forwards Radamel Falcao and Edinson Cavani.

NASRI TO SERVE THREE-MATCH BAN

Manchester City will be without forward Samir Nasri for today's clash with Stoke at the Etihad Stadium after deciding not to appeal against his three-match ban for being sent off at Norwich on Saturday.

City boss Roberto Mancini disagreed with referee Mike Jones' decision to dismiss Nasri for an apparent butt on Sebastien Bassong in the 4-3 win, but the champions do not want to risk an FA extension to his ban.

Nevertheless, it is also hard to
disagree with Mancini's assertion that Van Persie has so far been a
significant difference between the clubs as United have opened up a
sevenpoint gap over the reigning champions.

City,
it must be said, are short of goals. Van Persie has scored 14 times in
the league so far this season while the champions' quartet of strikers
have managed only 23 between them.

'Robin
van Persie is an important player for them,' said Mancini. 'It's clear
that the difference is this. He has changed the situation.

'We wanted him in the summer because we knew he would be an important player. He is totally different from our other strikers.'

The Van Persie subject came up again after Italian newspaper Gazzetta dello Sport ran an interview with Mancini in which he expressed his regret at not clinching the signing of the Holland forward.

At the heart of the City manager's frustration is that he feels he had a head start on United when he first made contact with the player back in March.

Van Persie has gone on record as saying that he only ever wanted to move to Old Trafford. Mancini's memory of events has always been very different.

He refused to elaborate on what he felt went wrong, showing some diplomacy in saying: 'I know, but I won't say'.

What is known, though, is that City and Van Persie were in constant contact throughout the European Championship and indeed right up until they made him an improved financial offer in the days before he finally plumped for United in August.

'Three or four months earlier, we were there,' said Mancini. 'But there is nothing we can do now.'

In his interview that appeared in his home country yesterday, Mancini suggested that United deserved their current lead in the table.

'Maybe it should be two points instead of seven, though,' he added. Certainly the gap between the two clubs could well narrow over the coming weeks and neither are expected to figure prominently in the transfer window.

Mancini is an admirer of Demba Ba but would need somebody to make an offer for Mario Balotelli in order to interfere with Chelsea's interest in the Newcastle striker.

As stated, meanwhile, he will only harden his efforts to prise either Falcao from Atletico Madrid or Cavani from Napoli once he knows what is happening with Balotelli and Edin Dzeko in the summer.

For now, Mancini must hope his current squad manages to find a little extra as they look to rein in Sir Alex Ferguson's team. One of the reasons City's failure to sign Van Persie remains such a disappointment is that the majority of the players they did buy in the summer have made such modest contributions.

Now, with their midfield colossus Yaya Toure about to disappear to the Africa Cup of Nations for a month or so, City need improved performances from the likes of Javi Garcia, James Milner and Sergio Aguero – among others – if they are to produce what they need.

Former West Ham star Valon Behrami has become the latest Napoli player targeted by criminals in what has become an alarming trend.

Swiss international Behrami, 27, who is being linked with return to the Premiership at Arsenal, was robbed at gunpoint by two men on a scooter of his 5,000 Hublot watch as he sat in his car.

Police said that midfielder, who only started at the Italian side this season, was singled out as he drove into the upmarket Chiaia area of the southern Italian port city which does have a seedy underbelly.

In the space of a year other players at the club have been the victims of crime including Edinson Cavani and Salvatore Aronica, while the wives of Esquiel Lavezzi and Marek Hamsik have also been robbed.

Several items taken from Cavani’s flat were later recovered after underworld bosses put out a ‘request’ for them to be returned but Lavezzi’s partner was so terrified after being robbed of her watch that it was used as a reason for him leaving the club and joining PSG.

A Naples police spokesman said:’ 'We are looking for two armed men who demanded that the victim hand over the watch, which he did and they then escaped on the scooter in heavy traffic. Mr Behrami was not hurt although he was shocked by what happened to him.’

Arsene Wenger is ready to break the bank at last with a 30million bid for Napoli striker Edinson Cavani as the Frenchman bids to save Arsenal's season.

Wenger is ready to act after watching his side fall 11 points off the pace in the Premier League title race following a 3-3 draw at home against Fulham on Saturday.

hardly have picked a more opportune occasion to assess his talents as

Arsenal’s scouting team will hold a meeting at the club’s London Colney HQ at the start of next week to discuss the prospect of replacing wantaway skipper Robin van Persie.

Sportsmail understands Fiorentina forward Stevan Jovetic and Borussia Dortmund striker Robert Lewandowski were both watched by the scouts last season and will be on the agenda.

Van Persie is keen to have his exit finalised by the time the club’s Asia tour kicks off on July 24. It is understood that he would rather not be included in the squad that flies to Malaysia as it would delay his pending move.

But manager Arsene Wenger is unlikely to take a lenient view on him missing the trip.

Wenger has not given up hope of persuading Van Persie to change his mind and is planning a heart-to-heart meeting with the striker when he reports for pre-season training in around 10 days.

But there is a feeling at the Emirates Stadium that Van Persie’s position is untenable after he admitted he does not agree with the club’s direction.

On Thursday, Arsenal's turbulent week descended into civil war after the club’s second biggest shareholder launched a withering attack on primary owner Stan Kroenke.

Less than 24 hours after Van Persie revealed his intention to leave the Gunners with a statement questioning the club’s ambition, Alisher Usmanov and Farhad Moshiri — who own close to 30 per cent of Arsenal shares through investment vehicle Red and White Holdings — criticised the Kroenke regime.

An extract from the letter read: ‘As a consequence of this (Mr Kroenke’s) policy, which is dressed up as prudent financial planning, it is down to our manager, and not our shareholders, to have to deal with the club’s tight finances, carry the burden of repaying the stadium debt by selling his best players and having to continue to find cheaper replacements.

While
Red and White Holdings have no major influence at the club due to the
fact they have not been granted a place on the Arsenal board, the letter
turns up the heat on Kroenke and the club’s hierarchy as the prospect
of another summer of losing their prized asset looms.

Van Persie, the England forward is in the final 12 months of his

Roberto Mancini is enjoying a well-earned rest in Sardinia but the Manchester City boss is already planning for next season's title defence – with a move for Robin van Persie at the top of his list.

The Italian was spotted cooling off in the heat on a holiday with his family in his Italian homeland on Saturday.

But, after guiding City to their first title in 64 years last month, he is determined to get back to business soon with Holland striker Van Persie heading his summer transfer wish-list if Arsenal fail to persuade him to sign a new deal.

Arsenal are taking a hardline approach to their contract negotiations with Van Persie.

The club's chief executive, Ivan Gazidis, met with Van Persie's agent, Kees Vos, for another round of discussions on Monday, but still no agreement has been reached.

Arsenal have offered Van Persie a new three-year deal worth 130,000 per week – plus a 5million signing-on bonus.

The Dutchman is stalling on the deal, and Sportsmail understands one of the reasons is the club's unwillingness to offer him a fourth year. Arsenal sources have indicated the existing deal on the table will not be improved.

Meanwhile, Jack Wilshere will endure gruelling double pre-season training sessions as Arsenal prepare him for his long-awaited return.

The midfielder missed the whole of last season with ankle and foot problems before undergoing surgery to clear up a tendinitis complaint in his left knee.

Once the 20-year-old's rehabilitation from his latest surgery is complete, he will embark on a series of double summer training sessions designed to get him up to speed in time for the new season.
