Hawk-Eye miss out on goal-line contract with FIFA after GoalControl seal deal

Germany 2 England 1 in goal-line technology saga as Hawk-Eye miss out on FIFA contract (but they could win Premier League deal)

” class=”blkBorder” />

Net gains: John Terry makes a controversial clearance in England's 1-0 win over Ukraine at Euro 2012

How will it work
Each goal has seven high-speed cameras which track the position of the ball in three dimensions to millimetre precision every two milliseconds.

Within a second of the ball completely crossing the line, the referee is alerted by a vibration and a flashing light on his watch. All camera footage is stored and can be replayed at any time.

How much will it cost
It costs around 170,000 per stadium to install and 2,800 per match to operate

What does it mean for fans
Besides no more missed goals, an instant replay can project a 3D view of the ball’s movement on a virtual pitch to TV viewers at home or to supporters in the stand via the big screen.

PS…

But despite all that technology, referees still retain the authority to make the final decision.

It will cost around 170,000 per stadium to instal and a further 2,800 per match to operate.

GoalControl uses 14 high-speed
cameras to track the 3D position of the ball and promises to alert
referees within a second of the ball completely crossing the line via a
vibration or flashing light on a watch.

FIFA said the German company was
chosen owing to its ‘ability to adapt to local conditions’ in
Brazil. The bids were also ‘judged on cost and project management
factors such as staffing and time schedules for installation’.

The contract, however, is subject to
independent ‘installation tests’ at each of the six stadiums due to be
used for the Confederations Cup – three of which have still not been
completed.

Match officials will also carry out
their own tests before each game, just as they did during the FIFA Club
World Cup in Japan last year.

FIFA president Sepp Blatter has urged using goal-line technology in Brazil after Frank Lampard had a clear goal disallowed against Germany at the 2010 World Cup.

Craig Bellamy was banned from driving and fined today after admitting a motoring offence.

The former Wales captain did not attend Liverpool Magistrates Court where he was disqualified for six months and ordered to pay a 900 fine plus 400 costs.

The court heard Bellamy failed to respond to a police notice of intended prosecution.

As well as a six-month driving ban, Bellamy was fined over 1,300

Fined: As well as receiving a six-month driving ban, Craig Bellamy was fined 1,300

Simon Leong, prosecuting, said the notice was sent to the Cardiff City star after his Audi was caught by a speed camera travelling at 64mph in a 50mph section of the M62 towards Liverpool at 3.05am on April 3 last year.

At the time the former Manchester City and Newcastle United star was playing for Liverpool.

Mr Leong said: 'A notice of intended prosecution was sent to his address but the defendant did not respond.'

Bellamy, 33, was charged with failing to give a driver’s identity as required under section 172 of the Road Traffic Act.

He initially pleaded not guilty and a trial was set for November 27 last year but that had to be abandoned for medical reasons.

Bellamy changed his plea to guilty on
December 18, the day his rescheduled trial was due to take place, and
the matter was adjourned until today’s sentencing.

Penalty points: Bellamy already had three previous speeding offences on record

Mr Leong said Bellamy had totted up nine penalty points for three previous speeding offences.

'This offence carries six points taking him over the threshold for disqualification,' he added.

John Rowan, defending, told the court the star initially denied the offence because the notice was sent to an address where he was not living at the time.

'A plea of guilty was substituted in relation to that and he did accept that perhaps he could have done more to intercept the notice and ensure that the details were completed,' the solicitor said.

'The defendant understands he will be disqualified, that he is a totter with nine points and this carries a penalty of six.

'This is his first disqualification.'

Mr Rowan told the court he was not
provided with information about the defendant’s income but added: 'I
should point out that Mr Bellamy is a former Premiership footballer. He
is not currently playing in the Premier League but he is a professional
footballer.'

Deputy District Judge Simmons said: 'I must impose penalty points and six penalty points is the required number.

'Given
that he has nine penalty points already he must be disqualified from
driving for a period of six months under the totting up provisions.'

She
gave Bellamy credit of 10 per cent for his guilty plea, ordering a fine of 900
plus 400 costs and 15 victim surcharge which he must pay within 14
days.

UPDATED:

11:18 GMT, 19 December 2012

Rugby fans will be closer than ever to the hard-hitting action from this weekend with the introduction of a 'Refcam' which promises to revolutionise how the sport is broadcast.

Officials will have a three-inch square High Definition camera strapped to their chest with a Velcro harness to record the action unfolding in front of them.

Sky Sports directors will have access to the feed for television output, while the RFU will make use of footage for referee training.

New insight: Rugby fans will be able to see the action close up with a new 'Refcam' being trialled in a Championship match this weekend

The first referee to wear the 'Refcam' will be Matt Carley, who takes charge of the Championship match between Newcastle Falcons and London Scottish at Kingston Park on Sunday.

The camera should offer a unique perspective into the role of the officials and what happens on the field of play.

It also records audio for an additional insight into conversations and arguments between players in addition to the existing ref's microphone.

If Sunday's trial is successful, the 'Refcam' could become a staple of television coverage of rugby.

'You are looking right into everything,' said Ed Morrison, the RFU's head of elite referees. 'You see what the referee sees. It is a way we can measure ourselves in a more accurate way and at the same time offer more education. The potential is enormous.'

Sky made an approach to Morrison last month following a successful experiment by American broadcaster HBO at an Amir Khan bout.

A tiny camera was sewn into the referee's bow tie, delivering a high quality, close quarters feed of every blow.

'I was spellbound,' added Morrison. 'It's a quite incredible piece of technology.

'For a scrum, you are looking down the tunnel. If you want to emphasise something, this will do so enormously.

'We can freeze it and ask a referee, What were you looking for What do you see wrong with that ruck or maul It will make a great training tool.'

The technology was successfully trialled by leading RFU official JP Doyle in a recent under-16 match at Harrow School.

Gus Williamson, Sky's executive rugby producer, said it would 'showcase rugby in a very good light.'

He said: 'The collisions in rugby are so brutal now. Imagine seeing two 18-stone forwards crashing into each other only 18 inches from the referee.

'It will make for some compelling images and it will offer a perspective of what it takes to do the job of the referee.'

The results of the trial, to include a number of Championship fixtures, will be assessed in the new year.

UPDATED:

Roberto Mancini's assistant David Platt has defended the Manchester City boss following his Champions League rant in midweek.

Mancini confronted Danish referee Peter Rasmussen and his assistants after the decision to rule out a late Sergio Aguero effort and dismiss Mario Balotelli’s penalty claims in the 2-2 draw with Ajax almost certainly killed off City’s hopes of qualifying for the knockout stages.

The Italian then berated a cameraman who got too close to him on the pitch, but Platt insisted that he had done nothing wrong.

Deputising for Mancini at Friday’s press
conference, Platt said: ‘Why wouldn’t the manager of a football club be
frustrated Why wouldn’t we all be frustrated Players are frustrated,
supporters are frustrated, staff are frustrated.

‘You get back to 2-2 with 20 minutes left. We have a goal disallowed and
then we have a free kick in the last few seconds, the referee allows it
to be taken and go into the box, and the camera angles show it is a
clear penalty.

‘Robbie has gone on to the pitch and spoken to the referee. As he comes
back, he turns around and has a camera in front of his face for 30
yards.

‘He speaks in English and says that basically it is enough now. People
then want to start talking about what has happened and almost
exaggerating the incident.

‘I don’t think he is the first manager to go on to the pitch. If you go
on to Wikipedia you’ll see has done it before, not just as a manager but
as a player.

‘He wears his heart on his sleeve. We can sit here and drag it on for
another three days but that’s what seems to be the thing that is
happening to us at this moment in time, half voices, half truths,
stories that are probably big enough to go one day are actually lasting a
lot longer than that and for what reason, I don’t know.

‘The manager for three or four press conferences has not spoken about the next game but about what people want to write about.’

Platt confirmed that David Silva, Maicon and Joleon Lescott are all back
in training but only Lescott is expected to be in contention for
Sunday’s home game with Tottenham.

Security is likely to be pretty tight at the sprawling mansion that is home to multi-millionaire footballer John Terry and his family.

But it seems the Chelsea defender is taking extra precautions these days, as he was spotted browsing the covert cameras and bugging devices on offer in a London spy shop.

Gadgets on sale at the Spymaster range from night-vision goggles and bullet-proof leather jackets, to a tiny video camera concealed in a box of tissues.

Terry, 31, was said to have asked staff for a demonstration of some of the products on sale during his visit to the shop.

On its website Spymaster is described as the city's best-equipped spy shop 'providing for all your surveillance, counter-surveillance, personal protection and related security needs'.

It says Spymaster offers a 'discreet and confidential service'.

Alongside the document scanners and spy phones, the store also stocks Luminox watches, which are worn by military groups including the U.S. Airforce and the Navy SEALS.

Should he have been in the mood to indulge his inner James Bond further, Terry could have also picked up a handheld bug detector or a document scanner.

Back so soon, chaps

After a chaotic match on Sunday, Chelsea and Manchester United meet again just three days later in Wednesday's Capital One Cup clash at Stamford Bridge. The referee is Lee Mason.

Mark Clattenburg has referred to an 'extraordinary incident' in his match report from Sunday's explosive game at Stamford Bridge.

The FA are set to review video evidence after launching an investigation into claims referee Clattenburg racially abused Chelsea midfielder John Obi Mikel during Blues' 3-2 defeat by Manchester United.

Chelsea made a complaint to the Premier League after Mikel stormed into the referee’s room to demand an apology after claiming Clattenburg made a racist slur when he booked the midfielder in the 76th minute.

One of Chelsea’s Spanish stars is also involved after players claim they heard Clattenburg refer to him as ‘a Spanish t**t’. Spaniards Fernando Torres, Juan Mata and Cesar Azpilicueta all played against United.

Why assistant refs could be crucial…

The FA and Premier League could ask Sky TV for footage from the 20 camera angles used for the big live matches to help confirm whether Mark Clattenburg made an inappropriate or racially aggravated comment. Premier League refs wear microphones, which means evidence from Michael McDonough and Simon Long — who both ran the line — and fourth official Michael Jones may prove crucial.

The FA will now request all footage from Sky Sports from the game. While not all are recorded, they should help confirm whether Clattenburg made an inappropriate or racially aggravated comment.

An FA statement read: 'The FA has begun an investigation relating to allegations made following Sunday's fixture at Stamford Bridge between Chelsea and Manchester United. The FA will make no further comment at this time.'

Premier League referees also wear
microphones, which suggests evidence by Michael McDonough and Simon Long
— who ran the line — or fourth official Michael Jones could be crucial.

However, these discussions are not recorded — meaning it could come down to one man's word against another, like in the John Terry and Anton Ferdinand race row.

Chelsea, United and anti-racism group Kick It Out all refused to comment on the unfolding story on Monday morning.

However, the Blues did confirm they had decided against holding a press conference on Tuesday to preview Wednesday night's Capital One Cup clash with United. Lee Mason is the referee for that meeting.

Chelsea made the official complaint at 7.45pm on Sunday night, but Clattenburg had already been confronted by then.

Chief executive Ron Gourlay, with Mikel and manager Roberto Di Matteo, demanded an apology during stormy scenes in the referee’s room.

Clattenburg refused and Chelsea decided
to take the incredible action of launching an immediate complaint to the
Premier League, via match delegate Nick Cusack, over his language.

According to sources close to the players, they are willing to make statements to the FA’s disciplinary committee this week.

A club spokesman said: ‘We have lodged a complaint to the Premier League match delegate with regards to inappropriate language used by the referee and directed at two of our players in two separate incidents in today’s match. The match delegate will pass the complaint to the FA.’

Clattenburg was pictured leaving his home near Newcastle on Monday morning before getting into a car with fellow official Michael Oliver.

The incidents occurred on the day Chelsea threw support behind the Kick Racism Out of Football campaign.

Players from Chelsea and United — with the exception of United’s Ashley Young — wore One Game One Community T-shirts in the warm-up.

John Terry, serving a four-match ban for
racially insulting Anton Ferdinand last October, wore a Kick It Out
badge as he watched from the sidelines.

Rio Ferdinand, fined 45,000 for his ‘choc ice’ tweet, also ended his feud with Ashley Cole when they shook hands before the game.

But all that was forgotten amid dramatic scenes nearly two hours after the final whistle.

Home players heard the alleged comment to Mikel and will back up his story. Clattenburg said he would co-operate with any inquiry.

Professional Game Match Officials, the body which represents Premier League referees, released a statement which read: ‘PGMO is aware of the allegations and they are being treated with the utmost seriousness. Mark will co-operate fully and welcomes the opportunity for the facts to be established.’

Prospect, the referees' union, said in a statement: 'Prospect is committed to helping to eradicate racism in football and in society generally. In the context of that commitment, Prospect is offering full support to Mark Clattenburg in relation to the allegations made against him.

'It is now important that the allegations are fully investigated through the proper process as quickly as possible. We will be making no further comment at this stage.'

A French documentary in 2006 turned footage shot of Real Madrid player Zinedine Zidane in a La Liga match with Villarreal into a feature-length film.

'Zidane: A 21st Century Portrait' used film from 17 synchronised cameras at the Bernabeu trained exclusively on Zidane.

The idea was to showcase the Frenchman's genius, but Zidane was actually sent off towards the end of the match after starting a brawl.
