Charles Green pledged 10million from the club’s share issue for Ally McCoist to spend on new recruits — with the promise of more to follow.

The Rangers manager cannot add to his squad in the coming transfer window due to a one-year embargo but can bring in free agents as of September 1 next year.

McCoist this week sought clarity from Green over transfer budgets after the chief executive failed to deliver the five players he had been hoping for before the August deadline.

And Green responded by insisting that 10m will be ring-fenced from the 22.2m raised ahead of the club being floated on the London Stock Exchange, with unspecified further funds on the horizon if season-ticket sales are again healthy.

Green said: ‘We’ve allocated 10m for Ally to spend on players as soon as he’s able to do that. But we’re not saying it’s 10m and only 10m — if Rangers fans buy season tickets next year, there’s another 20m there.

‘We have a transfer ban for another year but Ally and his team are looking at who is out of contract when we can sign pre-contract agreements in January then, on September 1, we can sign them.’

If Rangers do sign players on pre-contracts next month, no money can change hands until the end of the transfer ban in September, but Green still expects top players to jump at the chance.

‘Why wouldn’t you sit on your hands and wait if you had the chance to play for Rangers’ he asked.

‘In Europe, clubs are in meltdown and can’t pay players’ wages.

‘We know that (former Rangers keeper) Allan McGregor was having difficulty getting paid (at Besiktas), although I understand that has now been resolved.

‘But other players have gone into Europe on a gravy train and soon found out there’s no gravy.

‘So there’s a chance for them to sit on their hands or to leave their contracts and sign a contract for Rangers — who can pay salaries when we are allowed to do so. That is quite attractive.’

Ahead of the stock exchange flotation yesterday, Green had vowed that Rangers ‘will rise again’.

And the chief executive, who cannot cash in his shares for two years, believes success on and off the park over that period will result in Rangers amassing financial muscle that will ‘scare’ opponents.

‘We’ve sold 37,500 season tickets this season and we didn’t put them on sale until August.

‘Remember, no one was going to buy a ticket off me in July, because I was “a snake-oil salesman”.

‘With added goodwill, I’d assume if we’ve won the Third Division we’ll see no less season tickets next year.

‘We reduced the price to 315 this year but, if they went to 400 next year, then that’s another 18m in the bank.

‘That must be the scary thing about Rangers, looking from the outside.

‘In the past we might have needed 100m to get a squad together, but those days are long gone.

‘Last year, Theo Walcott would have cost up to 50m but now he may end up leaving Arsenal on a free.

‘That’s happening everywhere and we have to be aware of the options available to our Theo Walcotts, like Barrie McKay and Fraser Aird.

‘Football is changing. We don’t need to be paying 12m for Tore Andre Flo. When was that ever good business

‘What we have done is set a structure in place where Rangers are no longer a boom-or-bust club. This is the springboard for the rebirth of Rangers.’

Rangers shares sold for 70p and were worth 76p by close of trade, with Green hailing a successful flotation.

‘It’s an enviable position,’ he said, ‘and if Rangers was in any other league in the world, this club would be worth 400m, bigger than Aston Villa, Tottenham, Everton and others.’

Sunderland striker Steven Fletcher and Manchester United midfielder Darren Fletcher were both included in the Scotland squad for the World Cup qualifiers against Wales and Belgium.

Steven Fletcher has not featured for his country since informing the SFA by text message that he did not wish to be selected for a game against Northern Ireland in February 2011.

But the 25-year-old, who has scored five Barclays Premier League goals for Sunderland in just four appearances, returns after holding clear-the-air talks with Scotland boss Craig Levein.

Levein described the player's return as a 'no-brainer' following the involvement of an un-named third party.

He said: 'It's a big plus for me and the rest of the team for him to be involved.

'I got a phone call through a third party during the week and that was an indication from that person that Steven was desperate to come back and play.

'Things progressed between myself, this third party, his agent and the boy himself.

'I got a text saying he was willing to have a chat about it so I called him last night and, as he said to that person, he was desperate to come back and play. For me, then, it's a no-brainer.'

Both men are set to meet face to face this week, with Levein adding: 'We went through a number of things and I plan on making an appointment for us to see each other later this week as well so we will go into it a little bit further then.'

Levein watched his side draw with Serbia and Macedonia in their first two matches but refused to dwell on what might have been had the situation been resolved sooner.

He said: 'The longer I thought about it, I thought we were in a situation where nobody was winning.

'So I bit the bullet, phoned him and had a chat and everything is resolved.

'Things happen and there is no point in looking back on what might have been.

'Steven has indicated his willingness to play, we have resolved any issues we had and he will be in the squad the same as everybody else now.'

Levein has also been handed a major boost with the return of Darren Fletcher following a chronic bowel complaint, as well as Celtic skipper Scott Brown from injury.

The manager said: 'Looking at the list of players, Steven Fletcher is back, our captain Darren Fletcher is back and I've got Scott Brown, probably one of our most influential players, back as well. So it's a good day for me.'

However, there was still no place in the squad for Kris Commons, who has impressed for Celtic this season.

Levein said: 'He's been really unlucky because he's playing exceptionally well. But it's one of the strongest areas of my team.

'He just needs to keep the form he's in just now and hopefully he will be in the squad sooner rather than later.'

Forgotton man Bebe rescued Manchester United – and new 12million signing Shinji Kagawa – with an injury-time equaliser in Cape Town.

The much-maligned Portuguese winger was making his first appearance since an FA Cup outing against Crawley Town 17 months ago, although many supporters may have been surprised to see him in a United shirt again after a disappointing start at Old Trafford was followed by an even less successful spell on loan at Besiktas that was cut short by a serious knee injury and disciplinary problems.

His 7.2m move from Guimares two years ago is still the subject of an ongoing police investigation into corruption in Portuguese football.

But after Ajax substitute Alcardo van
Graan had put the hosts in sight of a famous victory with his first
touch in the 87th minute, Bebe struck deep into stoppage time to ensure
United leave South Africa unbeaten.

The most relieved man must have been Kagawa who had wasted United's best chance up to that point, as well as the opportunity to mark his full debut with a goal.

The Japan midfielder was presented with a free header on the edge of the six-yard box when Javier Hernandez picked him out with an inswinging cross from the left after 61 minutes, but Kagawa steered his effort inches wide of the post. No wonder he wore a look of anguish as Hernandez held his head in his hands.

Otherwise, he could be satisfied with his first start for United after a brief appearance in Durban on Wednesday, playing for 77 minutes before he was replaced by Dimitar Berbatov. Kagawa impressed after a quiet opening, growing in confidence and exerting more influence over the game.

United's other new signing Nick Powell also got his first run-out as a second half substitute and went close to scoring in an exciting end to the game.

Thankfully for both teams and a near sell-out crowd at the 55,000-capacity Cape Town Stadium, high winds and a morning deluge that battered the Western Cape for much of Saturday morning had subsided by kick-off.

Kagawa began the game tucked into behind Hernandez in the withdrawn role he is expected to be given this season, with Antonio Valencia and Anderson playing on either flank.

The Japan midfielder hardly touched the ball in a quiet opening that saw the hosts go closest to scoring in the 20th minute.

Paul Scholes uncharacteristically gave the ball away with a sloppy pass just inside his own half and a swift Ajax break ended with Khama Billiat scuffing the ball just side of Ben Amos's left-hand post.

It needed the joint efforts of young defenders Scott Wootton and Tyler Blackett to block Thembinkosi Fanteni's shot on the turn shortly afterwards as the South Africans again threatened, but Hernandez twice went close to putting United head before half-time.

The Mexico striker met Wootton's cross from the right with a downward header in the 35th minute that brought a fabulous save out of Sander Westerveld, and he then saw another effort roll millimetres wide of the former Liverpool goalkeeper's left-hand post.

Westerveld was replaced by Sean Roberts at half-time and his goal was soon coming under pressure at the beginning of a second half that also saw the rain start to fall heavily again.

Ferguson had promised to bring on some more youngsters later in the game, but he would no doubt have preferred to be at least one goal to the good when Powell, Bebe, Ryan Tunnicliffe and Jesse Lingard came on in the 68th minute.

However, it was Ajax who went ahead with three minutes of normal time remaining. United failed to deal with a corner from the left and Van Graan's first touch after coming off the bench was to flick the ball over Amos and send it looping into the top corner.

Scotland goalkeeper Allan McGregor is in talks with Besiktas.

McGregor, 30, is one of several players who have, following advice from PFA Scotland, rejected the chance to transfer their contracts from Rangers to Charles Green's newco.

Steven Naismith has moved to Everton, Steven Whittaker has signed for Norwich and Jamie Ness has joined Stoke.

Everton centre-back John Heitinga is wanted by Turkish side Besiktas.

The Dutch defender signed for Everton in 2009 and has been received well at Goodison Park, winning the player of the season award for 2011-12.

He endured a poor Euro 2012 campaign with Holland, his country losing all three matches.

If Heitinga joined the club he would link up with Ricardo Quaresma, formerly a Premier League player with Chelsea.

Fenerbahce are also reported to be interested in procuring his services.

Meanwhile, the Court of Arbitration for Sport have announced they have dismissed an appeal from Besiktas over the decision to ban them from next season's Europa League.

The Turkish club were handed the ban by governing body UEFA because of ongoing financial problems.

Besiktas were initially banned from the competition in April with UEFA's Appeals Body reaffirming the decision the following month.

That prompted Besiktas to take their case to the CAS, but that appeal has also been thrown out with the Turks excluded from the next two UEFA club competitions they qualify for, with the second exclusion suspended.

They must also pay a fine of 200,000 euros, of which 100,000 euros is also suspended.

Besiktas qualified for the Europa League after finishing fourth in the Turkish league last season, but details of the club's financial problems later became apparent, including non-payment of salaries and taxes.

Their Europa League place has been handed to Eskisehirspor, who face St Johnstone in the second qualifying round.

The Turkish side are on the hunt for a new No 1 after veteran Rustu Recber announced his retirement.

The Blackburn keeper was unable to prevent his club from being relegated to the Championship at the end of last season and wants a new challenge.

Sam Allardyce is aiming to bring 35-year-old former Real Madrid midfielder Guti to West Ham.

Having agreed a deal with Jussi Jaaskelainen, the manager is looking to further bolster his Barclays Premier League squad by picking up the Spaniard on a free transfer.

Guti, who won La Liga five times and the Champions League three times with Real Madrid, was released by Besiktas in November last year and is considering a move to England.

A Guti representative, Barry O'Connor, told The Sun: 'West Ham will make a final decision before the next season starts. I cannot discuss what terms could be offered.'

Allardyce will hope Guti's experience will help keep West Ham away from relegation danger next season. He has already signed one of his Bolton old boys in Jaaskelainen.

The 37-year-has agreed personal terms on a one-year deal with the Hammers with an option for a second year, and will move to Upton Park when his Wanderers contract expires at the end of the month.

The former Finland international told West Ham's official website: 'I'm delighted to be joining West Ham United. After spending 15 years in Bolton it's a great new challenge and I'm really looking forward to it.
