A number of England's top clubs have been linked with the player, including Arsenal and Manchester United.
But the Belgian could well be heading for City. Mancini told French newspaper Le 10 Sport: 'Hazard has an enormous level of talent and is able to play at the maximum level.

'But we know there is interest from the big European clubs and any deal will not be easy.'
It has also emerged that Chelsea have had the player watched at least twenty times in the last 18 months.
Chelsea scout Guy Hillion told the Sun: 'I must have watched Hazard more than 20 times for Chelsea. I've written a 100 per cent positive report every time.
'If Eden joins a big European club he will get even stronger.'
