The Manchester club have been tracking Smith for several months, but is yet to complete a medical at City and Liverpool believe this is a signal they will be able to swoop for the youngster.
City's interest stretches back as far as May, and it seemed a deal was forthcoming after their scouts saw him score in a 2-2 U18 match between Crewe and Stoke.
